It's one of those Martello watch towers that were built all along the east coast during the Napoleanic wars. I believe they were manned with cannon to guard against any french ships trying to sneak up the Irish sea. In the end no invasion by sea occured and eventually the M.O.Defense rented out the premises to non army folk and Jimmy Joyce was one of the subsequent occupants he even started his Ulysses one day epic in the one in Sandycove. The one in Howth now houses a fabulous radio museum and was were Marconi set up a receiving station in 1905 for his radio transmissions between him and a ship at sea.
